A second key driver is the variation in national regulations and eligibility rules for ART, which pushes patients to travel abroad when options at home are limited. For example, the UK Human Fertilisation and Embryology Authority (HFEA) sets global benchmarks by publishing transparent clinic outcomes, regulating add-ons, and ensuring patients have access to accurate success-rate data. This transparency makes the UK a magnet for international patients. In Asia, Singapore legalized elective egg freezing (EEF) from July 1, 2023, and extended the eligible age limit from 35 to 37 years, citing evidence that egg quality remains largely stable until then.
